French unemployment resolutions inspire Moroccans

Hassan Chami, President of the General Confederation of Moroccan Firms (CGEM), declared to the French speaking Moroccan daily L'Economiste that French new solutions to the problem of employment could constitute a model for the Moroccan government to solve the problem.

According to L'Economiste, Hassan Chami, said that he was following carefully what is happening in France, and was impressed by de Villepin's efficiency and the quickness with which he announced and applied government measures.

“What is happening in France is reaching Morocco” said Chami. The president of the CGEM considers the initiative of giving professional experience to a young person as salutary. The Moroccan government has to take important measures against unemployment, “but without falling in the copy-paste trap” he added.

Morocco is living an intensification of the “qualified unemployed workers” phenomena. Chami, recommends an upgrading in the educational system: “qualified unemployed worker's profiles don't correspond to the job market system needs.”

The French Prime Minister, Dominique de Villepin, has unveiled last week the new measures undertaken on employment. To cut down unemployment, the French government intends to create new recruiting formulas. He plans to institute the first hire contract (CPE) that will be added to the new contract (CNE).

The CNE has already concerned 280,000 people since its creation; it permits the employer to take on workers under a two year “contract” and could fire him as will. After that period, the employer is forced to give them a long term employment.

The CPE will affect very small firms (TPE). It will be applied on unemployed people under 26 years old that take between 8 and 11 years to find a permanent job. It gives also the employer the same firing facilities as CNE.

The contract of indefinite duration (CDI) should become an exception, not the rule of recruiting.

To encourage the project, the government gives a three-year tax break to firms that offer long-term jobs after the two-year period.

This second employment plan aims at giving French firms more flexibility in the hiring process.
